What Is the Philippine Statistics Authority?

The Philippine Statistics Authority (PSA) is the official government agency of the Republic of the Philippines responsible for civil registration and statistics. It was created in 2013 by merging the former National Statistics Office (NSO), National Statistical Coordination Board (NSCB), Bureau of Agricultural Statistics (BAS), and Bureau of Labor and Employment Statistics (BLES).

For overseas Filipinos and immigration purposes, PSA is best known as the agency that issues official civil registry documents — the documents most commonly required for visa applications, marriage abroad, and immigration petitions.

All PSA documents are printed on SECPA (Security Paper) — a specially watermarked paper that cannot be replicated, making PSA documents verifiable and accepted by government agencies worldwide.

Documents Issued by PSA

PSA Birth Certificate

Official proof of birth registered in the Philippines. Required for nearly every visa and immigration application. Must be a recent PSA SECPA copy — old NSO copies may not be accepted.

PSA Marriage Certificate

Proof of a marriage legally registered in the Philippines. Required for CR-1/IR-1 spouse visa, spousal sponsorship, and other immigration cases involving married couples.

CENOMAR (Certificate of No Marriage Record)

Proof that a Filipino citizen has no registered marriage on file — legally single. Required for K-1 fiancé visa and marriage registration abroad.

PSA Death Certificate

Required for annulment cases, survivor benefits, and some immigration applications where the previous spouse's death must be established.

PSA vs. NSO: What Is the Difference?

PSA replaced NSO in 2013. If you have an older document issued by NSO, it is still valid and does not need to be replaced. However, for new requests, all documents are now issued by PSA.

If a government authority asks for a "PSA copy" or "NSO copy," they mean the same thing: an official civil registry document printed on PSA security paper (SECPA). Both terms refer to the same document.

How to Get PSA Documents from Outside the Philippines

PSAHelpline.ph online (self-service)

Order via PSAHelpline.ph International Service — a digital PSA E-Certificate is delivered electronically to your address abroad. For a physical original, you arrange and pay for your own international courier pickup. Requires navigating the site and payment yourself in English.
